摘要
政策议程是政策生命周期的逻辑起点,对政策议程设置过程的分析是理解公共政策主旨的关键。通常情况下,一项重大政策议程的参与者涉及到作为公共权力机关的国家各组成部分、拥有内在诉求的社会团体以及理性公民个体。在多数情形下,上述主体的偏好并不一致,这就不可避免地引发了各主体力量的博弈。因此,通过具体案例全面审视各主体内在诉求和行动取向是探析这一现象的关键切入点。
Policy agenda is the logical starting point of policy life cycle.The analysis of the process of setting policy agenda is the key to understanding the theme of public policy.Usually,the participants of a major policy agenda involve the various parts of subject,including state、social groups and rational citizens.In most cases,the preferences of the above subjects are not consistent,which inevitably leads to the game of different subjects.Therefore,a comprehensive examination of the internal demands and action orientation of each subject through specific cases is the key point to analyze this phenomenon.
