摘要
青年志愿服务助力社区治理是新时代提升社区治理能级、推进城市精神文明建设的重要举措。但现代性问题所引发的认同危机、资源配置不当降低积极性、志愿服务法治体系尚待完善等问题削弱了青年志愿服务参与社区治理的有效性。事实上,青年志愿者所独有的对职业发展的需要与社区居民所具有的对社区治理专业化的需要恰好能够对接;青年志愿者在满足自身对"自由个性"需要的同时也能满足社区居民对社区治理精准化的需要。基于此,为了对接青年志愿者与社区居民之间对专业化和个性化的共同需要,提升青年志愿服务助力社区治理的有效性,必须强化政治引领,优化资源配置,规范主体行为,以增强社区治理体系的凝聚力、市场化和法治化。
Young people’s volunteering service to help community governance is an important measure to improve the level of community governance and promote the construction of spiritual civilization in the city.However,problems such as the identity crisis caused by modernity issues,improper allocation of resources which will reduce enthusiasm,and the flawed legal system of voluntary services,have weakened the effectiveness of youth volunteer services in community governance.In fact,the unique needs of young volunteers for professional development and the needs of community residents for the professionalization of community governance can be matched.While the needs for"free personality"of young volunteers are met,the residents’needs for delicacy management are also met.Hence,based on this,in order to meet the common needs of professionalism and individualization between young volunteers and community residents,and to enhance the effectiveness of youth volunteering services in helping community governance,it is necessary to strengthen political leadership,optimize resource allocation,and standardize the behavior of subjects to strengthen the cohesion,marketization and rule of law of the community governance system.
