摘要
利用虚拟治理成本法,对劣质车用柴油大气环境污染损害价值量化开展研究,重点对污染物排放浓度测定和单位治理成本调查计算这两个关键技术环节进行分析研究。结合新疆某市劣质车用柴油对大气环境污染损害的实际案例,初步建立劣质车用柴油大气环境污染损害价值量化核算方法,核算出两起案件对环境造成的损害价值量。研究可为车用柴油大气污染环境污染损害鉴定评估技术方法提供思路,为相关从业者提供技术参考。
The value quantification of atmospheric environmental damage caused by inferior automotive diesel oil was studied based on the virtual governance cost method,and especially two key technical links which of determination of pollutant emission concentration and calculation of unit governance cost were analyzed.Combined the actual cases of inferior vehicle diesel damage to atmospheric environment in a city in Xinjiang,a check computation method for the value of atmospheric environmental pollution damage was initially set up.It could account value quantification of inferior vehicle diesel damage.The results could provide ideas for the methods of the environmental pollution damage assessment of automotive diesel oil,and could provide technical reference for relevant practitioners.
