摘要考虑到国土面积和经济实力,中国可以在保护全球环境方面发挥非常重要的作用,其重要途径是通过参与、履行主要的多边环境条约。通过对中国履行《生物多样性公约》的履约过程进行文本分析、历史考察和实证研究,可以发现:发展理念和模式的更新、国家环境利益认知的拓展、经济科技水平的提升以及对全球环境治理态度的转变等因素共同作用,推动了中国在履行《生物多样性公约》过程中发生“追随者—重要参与者—积极贡献者”的角色演变。了解中国履行《生物多样性公约》的过程,有助于我们分析中国在继续履行《生物多样性公约》、保护全球生物多样性方面还面临诸多挑战。这些挑战包括:发展理念更新但经济发展模式仍未完全转型;保护生物多样性开始受到重视,但尚未进入主流视野;经济科技水平提升但投入还需要增加;参与和引领全球环境治理的能力受限。这种分析框架及结论对研究中国以及与中国类似的其他发展中大国积极履行其他的多边环境条约有积极意义。 China can play a very important role in global environmental protection given its size and economic strength,especially by participating in and implementing major multilateral environmental treaties.Through text analysis,historical investigation and empirical research on China’s implementation of The Convention on Biological Diversity,we find that the role of China has evolved from a follower,through an important participant,to an active contributor at the joint force of the renewal of development concept and mode,the expansion of national environmental interest cognition,the improvement of economic and technological level,and the change of attitude towards global environmental governance.Understanding China’s implementation of The Convention on Biological Diversity in the past will help us to analyze the challenges China faces in the process of implementing The Convention on Biological Diversity and global biodiversity conservation.These challenges are as follows.The economic model has not been fully transformed despite the updated concept of development.Biodiversity conservation has not yet entered the mainstream vision although it has begun to receive attention.The level of economy and technology needs to be further increased and the ability to participate in and lead global environmental governance is still limited.This analytical framework and its conclusions may shed light on the study of China and similar developing countries to actively implement other multilateral environmental treaties.
