摘要
当前,南水北调中线干线工程建设管理局与沿线城市水司均已建成各自独立的信息管理系统,但信息共享与沟通协作机制尚不健全。实地调研表明,供水-用水-退水等相关方,在保障受水厂安全生产、推动行业信息整合、水质预警、应急决策等方面,对开展供水信息共享的需求强烈。通过梳理中线相关机构职能与管理关系、供水协作管理与信息共享现状,总结现有基础,研判信息共享环境,提出了南水北调中线工程供水信息共享的实施路径与策略。从全局出发,以保障供水安全为目标,通过制定跨区域多部门协作机制,建设供水信息共享、综合分析、移动展示、信息公开系统,实现从源头到水厂的水质信息共享与科学应用。
At present,the Construction and Administration Bureau of South-to-North Water Diversion Middle Route Project and the water supply companies along the Middle Route have built their own independent information management systems,but the mechanism of information sharing,communication and cooperation is not yet perfect.The field research showed that water conveyance,water users,waste water receiver and other relevant parties had a strong demand for water supply information sharing in terms of ensuring safe production in waterworks,promoting information integration in the industry,water quality early warning and emergency decision-making,etc.By sorting out the function and management relationship of relevant agencies in the Middle Route,as well as the current situation of water supply cooperative management and information sharing,the existing basis was summarized,the information sharing environment was investigated and analyzed,and the implementation path and strategy of water supply information sharing in the South-to-North Water Diversion Middle Route Project put forward.Proceeding from the overall situation and aiming at ensuring water supply safety,the system of water supply information sharing,comprehensive analysis,mobile display and information disclosure was established through formulating the cross-regional and multi-department cooperation mechanism,so as to realize water quality information sharing and scientific application from the source to the waterworks.
