摘要
为改善传统体制下城市燃气经营不善的局面,我国开始借鉴国外经验在城市燃气领域进行价格监管和特许经营。我国的城市燃气实行区域独家经营,具有垄断属性。我国对城市燃气的监管有政府定价和特许权竞标两种模式。从行业特征、监管模式入手,回顾了我国城市燃气特许经营的起步与发展,梳理了我国政府对城市燃气行业经营监管的趋势,并对走向进行了分析和预测。
In order to improve the situation of poor management of city gas under the traditional system,China began to learn from foreign experience in the field of city gas price supervision and franchise.China's city gas is operated by regional exclusive operation,which has monopoly attribute.There are two modes of government pricing and franchise bidding in the supervision of city gas in China.Starting from the industry characteristics and regulatory model,this paper reviews the start and development of China's city gas franchise,the trend of China's government's operation and supervision of city gas industry,then analyzes and forecasts the trend.
