摘要
为更好地推进HSE管理体系在石油行业的应用,减少石油行业的安全事故,本文基于一定的实践经验与理论知识,探讨HSE管理体系与安全生产标准化的差异,并研究两者的融合措施。研究表明:企业可以从制度和管理标准对标融合、管理流程和监管重点融合、加强对工作人员的培训、将职责和组织机构统一融合4个角度入手,进而构建一套集传统与现代管理体系优点于一体的管理方法。
In order to promote the application of HSE management system and reduce the accidents in the petroleum industry,in this paper,the differences and integration measures between HSE management system and safety production were discussed on the basis of practical experience and the theoretical knowledge.The results showed that a management method combing the advantages of the traditional and modern management system could be established by integrating the system and management standard,fusing the management process and supervision key points,and enhancing the train of workers.
