2020年长江中下游堤防险情特点分析与思考 被引量:20

摘要 2020年长江发生了流域性大洪水,长江中下游堤防工程累计发生各类险情4335处,险情数量为近10 a之最。与1998年相比,2020年洪水量级虽偏小,但水位涨势更猛、江湖顶托更为严重。相比而言,险情数量较1998年却大幅减少,长江干堤无一溃决,这与长江流域防洪工程体系多年建设取得的巨大成就密不可分。与此同时,针对2020年堤防险情暴露出来的问题,开展了专项分析和研究,特提出以下建议:继续加强长江中下游堤防工程建设,尽快开展水毁工程修复,加强对堤防的管理与保护力度,完善巡堤查险机制,提升堤防险情应急处置水平。 In 2020,the Yangtze River experienced a basin-wide flood,and a total of 4335 dangers of various types occurred in the dike projects of the middle and lower reaches of the Yangtze River,the most in last ten years.Compared with 1998,the flood magnitude in 2020 was smaller,but the water level rose more violently and the backwater effect of river and lake was more serious.In comparison,the number of dangers were significantly reduced compared to 1998,and none of the Yangtze River's main dikes breached.This is attributed to the great achievements of flood control project system in the Yangtze River Basin over the years.At the same time,we carried out specific analysis and research in response to the problems exposed in the dike risks in 2020,and especially put forward the following suggestions:strengthening the construction of dikes in the middle and lower reaches of Changjiang River,carrying out the repair of water damage projects as soon as possible,strengthening the management and protection of the dikes,improving the dyke inspection and insurance mechanism,and improving the emergency response level of dike dangers.
