摘要
本文从法律法规、应急体制、应急联动、监测预警、硬件设备及应急能力等视角分析新冠肺炎疫情给口岸国门生物安全应急防控工作带来的挑战,提出当前口岸国门生物安全应急防控亟需完善法律法规内容,细化应急管理权责;理顺应急管理体制,塑造应急共治网络;完善应急联动机制,锻造整体应对合力;拓宽信息平台功能,提高监测预警水平;加大硬件设备投入,增强应急保障质量;夯实专业人才队伍,提升口岸防疫能力。
This article analyzes the challenges brought by the COVID-19(Corona virus)to the emergency prevention and control work of port and national biosecurity from the perspectives of laws and regulations,emergency response system,emergency linkage,monitoring and early warning,hardware equipment and emergency response capabilities,and proposes the urgent need for current port national biosecurity emergency prevention and control.Improve the content of laws and regulations,refine the emergency management rights and responsibilities;straighten out the emergency management system,shape the emergency co-governance network;improve the emergency linkage mechanism,forge the overall response force;broaden the information platform function,improve the monitoring and early warning level;increase the investment in hardware equipment,enhance the quality of emergency protection;consolidate the team of professionals and improve the border’ s epidemic prevention capabilities.
