摘要
“绿水青山就是金山银山”是推进生态文明建设的根本遵循,深入践行“两山”理念是国家重点生态功能区建设的唯一途径。论文构建了甘肃境内甘南黄河重要水源补给、祁连山冰川与水源涵养、黄土高原丘陵沟壑水土保持和秦巴山生物多样性4个国家重点生态功能区生态环境质量状况和社会经济发展状况评估指标体系,分类分析了4个国家重点生态功能区2014-2018年生态环境和社会经济评估指标的变化态势。针对目前存在的主要生态环境问题,提出了重点生态功能区建设与践行“两山论”的路径,仅供相关管理部门参考。
The theories of“lucid waters and lush mountains are invaluable assets”(Two mountains)is the fundamental principle to promote the construction of ecological civilization.Practicing the theories is the only way to build the key ecological function zones.The paper established an evaluation index system for the ecological environment quality and socio-economic development status of the four key national ecological function zones over Gansu Province.The four zones are Yellow River important water source supply area of Gannan,Qilian Mountain glaciers and water conservation,water and soil conservation in the hilly and gully areas of the Loess Plateau,and Qinba Mountain,respectively.The trend of changes in ecological environment and socio-economic assessment indicators in different ecological zone during 2014 to 2018 is analyzed.Based on the analysis of the existing major ecological and environmental problems,the relevant construction countermeasures and suggestions are put forward for government reference.
