摘要
垃圾围城现已成为限制城市发展的主要问题之一。西安作为全国46个重点城市之一,于2019年9月1日正式推行《西安市生活垃圾分类管理办法》。但在推行过程中,垃圾分类政策陷入了名存实亡的尴尬境地。为此,基于多中心治理视角,一一梳理政府、企业、社会、公民四个主体应承担的责任,并提出要广泛联合政府、市场、非政府组织和居民个人的力量,通过多元主体合作共治来促进垃圾分类政策的有效实施,也为中国其它城市推进生活垃圾分类管理提供经验。
Garbage siege has become one of the main problems restricting urban development.Xi'an,as one of the 46 key cities in China,officially launched the Xi'an Municipal Solid Waste Classification Management Measures on September 1,2019.But in the process of implementation,the garbage classification policy fell into an embarrassing situation of nominal existence.Based on the perspective of polycentric governance,this study analyzes the main responsibilities of government,enterprises,society and citizen,and puts forward to broad coalition government,market,the power of NGOs and individual citizens.Through the implement of multiple cooperative garbage classification policy,this paper provides experience for advancing the living garbage classification management in other cities of China.
