摘要
中菲南海共同开发具有充分的现实需求和明显的优势互补,2019年以来,中菲两国在南海共同开发问题上取得了实质进展。接下来,十分有必要就两国共同开发合作框架中的关键问题进行预研,包括写入“不得影响主权和划界立场条款”,确定共同开发管理和收益分配模式,划定共同开发区,处理“先存权”问题等。中菲共同开发在很长时间内都处于曲折探索阶段,中国应对未来两国共同开发的前景保持审慎和清醒的态度,以实力促谈判,妥善管控分歧,推动南海油气共同开发取得新的进展。
There are sufficient practical needs and obvious complementary advantages in joint development of the South China Sea between China and the Philippines.Since 2019,China and the Philippines have made substantial progress on the issue of joint development.Next,it is necessary to conduct preliminary study on key issues in the framework of bilateral joint development cooperation,including writing the article“shall not affect sovereignty and the position of delimitation”,determining the mode of joint development management and income distribution,delimiting joint development zones,and dealing with the issue of“pre-existing rights”.It has been in a tortuous exploration stage for a long time.China should maintain a prudent and sober attitude towards the future prospects of joint development between the two countries in South China Sea,promote negotiations with power,properly manage differences and push for new progress.
