摘要
充分认识耕地的生态价值,厘清耕地生态保护补偿的关系,是实现耕地“三位一体”保护的重要基础。当前存在耕地生态功能在认识上尚不统一,生态价值评估或核算方法存在较大差异,耕地生态保护补偿标准制定难等问题。文章分析了耕地保护补偿和耕地生态保护补偿的方法、实践做法,提出建议:(1)进一步明确耕地生态保护补偿内涵;(2)由中央政府作为耕地生态补偿主体,建立中央耕地生态保护补偿基金统一进行补偿;(3)农村集体经济组织和农户应为补偿客体;(4)构建耕地生态评价体系,根据耕地生态价值大小分区分级进行耕地生态保护补偿,结合各地耕地基础设施水平、农村集体经济组织能力以及农户需求选取合适的补偿方式。
It is an important basis for implementation of the"trinity"protection of cultivated land to fully understand the ecological value of cultivated land and clarify the relationship between compensation of ecological protection of cultivated land.At present,there still existing some problems,such as disunity in the understanding of the ecological function of cultivated land,great differences in the evaluation or accounting methods of ecological value,and difficulties to formulate compensation standards for ecological protection of cultivated land.The paper analyzes the methods and practices for the compensation of cultivated land protection and compensation for ecological protection of cultivated land,and then puts forward the suggestions as follows:(1)The connotation of compensation for ecological protection of cultivated land should be further clarified;(2)The central government,as the main body of ecological compensation for cultivated land,shall establish a central compensation fund for ecological protection of cultivated land for unified compensation;(3)Rural collective economic organizations and peasant households should be the compensation objects;(4)The ecological evaluation system of cultivated land should be constructed,and the compensation for ecological protection of cultivated land is carried out according to the ecological value of cultivated land.The appropriate compensation method is selected according to the level of cultivated land infrastructure,the ability of rural collective economic organization and the demands of peasant households.
