效率视角下创新数量、质量与速度互动机制研究 被引量:5

Interactive Mechanism of Innovation Quantity,Quality and Speed from the Perspective of Efficiency

摘要 创新数量、创新质量与创新速度是高技术产业创新的三大目标,将其置于同一框架下研究其互动机制极为必要。进一步地,在考虑创新效率时,分析现实情况与理想情况下创新数量、创新质量与创新速度的关系变化,可以揭示内在的规律和问题。本文基于中国高技术产业省际面板数据,采用SBM-BBC模型测度效率,在分析创新数量、创新质量、创新速度互动机制的基础上,综合采用面板数据模型与贝叶斯向量自回归模型研究三者的互动关系,并对现实情况与完全有效率的理想情况进行比较。研究结果表明:研发经费能有效提高现实创新数量,研发劳动力能有效提高理想创新数量;研发劳动力难以提高创新质量,研发经费更能提高理想创新质量;完全有效率时研发经费对创新速度的贡献下降;提高创新质量尚有较大空间;创新数量、创新质量与创新速度两两存在相互关系,理想情况下创新质量重要性增强、创新速度与创新数量关系更加协调、创新质量与创新速度协调良好。 Innovation quantity,quality and speed are the three major goals of high-tech industry innovation.It is extremely necessary to study its interactive mechanism under the same framework.Further,when considering innovation efficiency,analyzing the changes in the relationship between innovation quantity,quality and speed can reveal the inherent rules and problems under realistic and ideal conditions.Based on the provincial panel data of China's high-tech industries,this paper uses the SBM-BBC model to measure efficiency.On the basis of analyzing the interactive mechanism of innovation quantity,quality and speed,the paper uses the panel data model and the Bayesian vector autoregressive model to study the interaction among them,and compares the actual situation with the ideal situation of complete efficiency.The results show that R&D funds can effectively increase actual innovation quantity,and R&D labor can effectively improve ideal innovation quantity;R&D labor is difficult to improve innovation quality,and R&D funds can better improve innovation quality;the contribution of R&D funds to innovation speed decreases when the total efficiency is complete;there is still much room to improve innovation quality;and innovation quantity,quality and speed are interrelated respectively.Under ideal circumstances,the importance of innovation quality is enhanced,the relationship between innovation speed and innovation quantity is more coordinated,and innovation quality and innovation speed are well coordinated.
