摘要本文在多级政府框架下通过将政府间政策倾向扩散机制引入新结构一般均衡模型的方式,于供需两侧对地方政府政策倾向扩散下中央政府刺激政策影响生产结构的效果和传导机制进行分析。研究结果显示:(1)地方政府政策倾向扩散机制是导致地区间出现生产结构扭曲现象的主要原因之一;(2)随着地方政府政策倾向扩散强度的上升,中央政府于需求侧通过公共消费性投资政策能够有效实现对地方政府生产结构低位扭曲的矫正以及要素禀赋结构的提升,进而实现促进地区生产结构平稳持续升级的目的;(3)对生产结构高位扭曲的地方政府而言,随着政策倾向扩散强度的提升,中央政府于供给侧选择直接对地方政府施加公共生产性投资,能够实现改善其生产结构扭曲以及提升要素禀赋结构双重目标,进而更为有效地引导地区生产结构良性升级。 This paper analyzes the effect and the transmission mechanism of the central government's stimulus policies on both the demand side and the supply side under the diffusion of local government policy tendencies,by introducing the intergovernmental policy tendency diffusion mechanism into the new structural economics of general equilibrium(NSEGE)model under the multi-level government framework.The research results show that the diffusion mechanism of local government policy tendencies is one of the main reasons for the distortion of the production structure among regions.Moreover,with the increase in the diffusion intensity of local government policies,the central government can effectively achieve the correction of low-level distortions in the production structure of local government through public consumption investment policies on the demand side and the improvement of the factor endowment structure,in order to promote the steady and continuous upgrade of the regional production structure.Besides,for local governments that are highly distorted in the production structure,as the diffusion intensity of the policy tendency increases,the central government choosing to directly impose public productive investment on local governments on the supply side,can realize the dual target of improving its distortion of production structure and enhancing the factor endowment structure,thereby guiding the benign upgrade of regional production structure more effectively.
