摘要军地协同是深化创新主体、全面融合区域经济发展的必然要求。产业园区作为军地协同推进的重要载体,其高质量发展直接检验着军民融合战略的实施效果。依据创新系统理论的全面协同创新管理思想,应当搭建主体协同、创新协同、资源协同以及环境协同的全方位网络化协同路径,推动产业集聚军地协同园区的高质量发展。绵阳地区的产业联盟和美国128高科技高速公路的产业园区发展经验契合了网络化协同路径。因此,要以战略协同理念强化中央顶层设计,建立协同绩效考核体系,针对军地全面协同框架建立产业联盟网络化运作模式。同时,要保障产业园区发展的人才输入,以军地协同理念为基础提升产业园区的竞争力水平,以环境协同培育产业园区的全方位发展。 Military civilian cooperation is an inevitable requirement for deepening the comprehensive integration and development of innovation subjects.As an important carrier of military civilian cooperation,the high-quality development of industrial park directly tests the implementation effect of China’s civil military integration strategy.Based on the idea of comprehensive collaborative innovation management of innovation system theory,a comprehensive network simultaneous interpreting path with strategic synergy oriented and integrating main body synergy,innovation synergy,resource synergy and environmental synergy is constructed.From the perspective of the network effect of comprehensive coordination and the strengthened industrial agglomeration,this paper analyzes the mechanism of military civilian cooperation affecting the development of industrial parks.The experience of Mianyang industrial alliance and the 128 Industrial Development Zone of“high-tech government simultaneous interpreting and market transformation”fits the network collaborative transmission path.Therefore,it is necessary to strengthen the top-level design with strategic coordination,establish a collaborative performance appraisal system,and establish a network governance mode of Industrial Alliance for the comprehensive cooperation between the military and the local governments.At the same time,the military and local entities should cooperate to ensure the talent input of the industrial park development,strengthen the military and local innovation cooperation,enhance the industrial competitiveness of the park,and cultivate the high-quality development of the industrial park with the environmental coordination.
