摘要
为推动提升产业生产效率和实现区域协调发展,城市群之间应该采取竞争、合作还是一体化策略?为回答这一问题,基于Meta-frontier DEA模型构建区域竞合框架,采用2000—2018年成渝地区双城经济圈县市级数据对不同竞合策略下的成渝地区产业生产效率进行量化。结果表明:在竞争策略下,两地产业生产效率呈正态分布但生产效率不高;在合作策略下,四川能够获得较好的发展,但重庆效率相对较低;而一体化策略既不利于产业生产效率增长,又会导致区域内部两极分化。从动态趋势来看,合作策略下两地产业年均生产效率总体呈上升趋势,表明差异化合作策略能够使得两地产业生产效率有较大提升。从区域比较分析看,应根据区域内的资源禀赋差异,选择差异化合作方式,带动区域整体的稳定长期发展。进一步采用面板模型考察提升成渝地区产业生产效率的路径,其实证结果表明:在合作策略下,可通过增强贸易开放力度、完善交通网络、加大商业投资和教育支出来提升产业生产效率。
In order to promote the industrial production efficiency and achieve regional coordinated development,should urban agglomeration adopt competition,cooperation or integration strategies?Based on Meta-frontier DEA,this paper is to construct a regional competition and cooperation framework,using the county-city data of Chengdu-Chongqing Economic Circle from 2000 to 2018 to quantify the industrial production efficiency in Chengdu and Chongqing under different co-opetition strategies.The results show that under the competition strategy,the industrial production efficiency is normally distributed but the production efficiency is not high.Under the cooperation strategy,Sichuan can achieve better development,but Chongqing is relatively inefficient.The integration strategy is not conducive to the growth of industrial production efficiency,but will also lead to polarization within the region.From the perspective of dynamic trends,the overall annual production efficiency of the industries under the cooperation strategy is on the rise,indicating that the differentiated cooperation strategy can greatly improve the production efficiency of the industries.According to the regional comparative analysis,the country should choose differentiated cooperation methods based on the differences in resource endowments within the region to drive the overall stable and long-term development of the region.Further,the panel model is used to investigate the way to improving the industrial production efficiency in Chengdu and Chongqing.The empirical results show that under the cooperation strategy,the industrial production efficiency can be improved by strengthening trade opening,improving transportation network,increasing business investment and education expenditure.
