摘要
基于2017年中国流动人口动态监测调查数据,运用Logit模型,实证测算现阶段农民工土地权利对其城市落户意愿的影响效应。结果表明,拥有承包地和宅基地均显著降低了农民工在流入地城市的落户意愿。与前人研究相比有下降趋势,且承包地的负向影响大于宅基地。对于新生代农民工,土地权利对其城市落户意愿的负向影响要小于老一代。稳健性检验中,控制经济、制度、社会和文化四项城市排斥因素的回归结果和倾向得分匹配估计结果仍支持上述结论。建议在深刻理解土地退出目标的前提下,分地域、分人群灵活设计土地退出机制。
Based on the data of China Migrants Dynamic Survey 2017 and using the Logit model,this paper empirically measures the current impact of migrant workers’land right on their urban settling intention.The results show that:the ownership of contracted land and homestead significantly reduces their intention of settling in the cities where they migrate to;their settling intention,compared with previous studies,trends downward,and the negative impact of contracted land is greater than that of homestead;for the new generation of migrant workers,the negative impact of land right on their settling intention is less than that for the old generation;in the robustness test,the regression results of controlling the four urban exclusion factors—economy,institution,society and culture—and the results of matching the tendency scores still support these conclusions.It is proposed that the land exit mechanism should be flexibly designed according to regional and populational differences on the premise of deeply understanding the goal of land exit.
