摘要
科学数据是科学研究的基础与成果,科学数据服务既是在数据管理行程中的一个过程,也是结果,其根本目的是为了服务科技创新。通过深入解析农业科学数据管理理论以及服务需求可知,在数据资源已成为国家战略资源的重要组成,同时也是支持科技创新的极其重要元素的今天,农业科学数据的管理与服务研究急需从国家层面的政策制定到政府的合理监管再到科研院所的有效执行方能持续推进。本研究从农业科学数据服务的视角展开,通过对发达国家科学数据服务发展的研究梳理、分析总结,对中国农业科学数据服务提出合理期望。
Scientific data is the basis and achievement of scientific research.Scientific data service is a process and a result in the process of data management.Its fundamental purpose is to serve scientific and technological innovation.Through the in-depth analysis of agricultural scientific data management theory and service requirements,it can be proved that the data resources has become an important national strategic resource,and also extremely important elements of scientific and technological innovation,at present,management and service of agricultural scientific data research can continue to be advanced from the policy making of national level to the government's rational regulation and effective implementation of scientific research institutes.From the perspective of agricultural science data service,reasonable expectations for China's agricultural science data service were put forward by combing,analyzing and summarizing the development of scientific data service in developed countries.
