"Homo Sacer"was a kind of person in ancient Roman law who was excluded from the political community for a crime and could be killed by anyone.Agamben regards the life of"homo sacer,"which is exposed to the threat of death,as bare life, and considers it as the basic element to be excluded in the construction of political community by sovereign power. From this point of view,Agamben analyzes the mechanism of identifying and disposing bare life in the biopolitics of modern nation state:on one hand,it expels the refugee through the separation between nationality and citizenship;on the other,by using the state of exception as the paradigm for daily governance,it continually creates new bare life among citizens. Thus,Agamben believes that the concentration camp is a typical space in modern political governance, which exposes the infinite violence of sovereign power to bare life.
