摘要
如果说政府治理发展的内在逻辑显现为政府组织科层化、政府管理公共化和政府职能服务化三个阶段的逐级递进和前后包容,那么当代中国政府治理现代化则呈现出“三化”耦合这一颇具特殊性的实践样态。同时,在“两化”叠加的大趋势下,新时代中国政府治理现代化既需直面现代化的问题,又需正视后现代化的问题。立足“三化”耦合和“两化”叠加的现实图景,新时代中国政府治理现代化理应以始终坚持党的领导为首要前提,以科学化、法治化和民主化为基本内核,从政府职责体系优化、政府治理法治化建构、社会多元主体参与等方面寻求建构理路。
If the internal logic of the development of government presents itself as the three progressive and inclusive sta-ges featuring bureaucratization of government organization,public transformation of government administration,and service-o-riented government function,the modernization of contemporary Chinese government governance presents the coupling of thesethree trends,which is a very unique and special form of practice.At the same time,with the general trend of"informatizationand industrialization"developing in a superimposed manner,the modernization of the Chinese government in the New Eramust not only face the issues of modernization,but also face the issues of post-modernization.Based on the reality of the cou-pling of"three trends"and the superposition of"informatization and industrialization",the modernization of Chinese govern-ment in the New Era should always adhere to the leadership of the Party as the primary prerexquisite,with science,rule of law,and democratiration as the basic core.We should explore constructive rationale stating from the optimization of govemment re-sponsibility system,the construction of rule of law in government,and the participation of pluralistic subjects in society.
