摘要
作为新一轮产业变革的引擎,人工智能将对国家竞争力及国际产业竞争格局产生深刻的影响。在此背景下,日本政府将人工智能作为国家重大发展战略,加紧谋划布局,围绕核心技术研发、人才培养、成果转化应用等方面做出周密部署,力图在未来国际科技竞争中掌握主导权,早日实现“超智能社会”。本文简要分析了日本政府部署人工智能发展的决策体制,梳理和研究了日本政府近五年来出台的人工智能相关战略计划,并在此基础上分析总结出日本政府人工智能战略布局的出发点和着力点,供相关部门参考。
As the engine of the new round of industrial innovation,artificial intelligence(AI)will make profound impact on national competitiveness and the pattern of international industrial competition.In this context,the Japanese government has taken AI as a major national development strategy,stepped up its planning and layout,and made careful arrangements around core technology research and development,talent training,and achievement transformation,in an effort to grasp the dominant power in the approaching international technology competition,and to realize the“super intelligent society”as soon as possible.This paper briefly analyzes the Japanese government’s decision-making system for the deployment of AI development,and studies the AI-related strategic plans issued by the Japanese government in recent five years,and summarizes the origin and focus of their AI strategy.
