摘要 随着气象防灾减灾工作不断发展,预警信息发布成为其中重要环节。文章在分析研究国际通用警报协议(CAP协议)的基础上,设计了一种应急预警信息交互协议:对CAP协议的细节结合现状进行了补充和细化:对警报、信息、附件、空间信息的每一个标签,进行了格式和释义标准化。应急预警信息交互协议实现了各类信息系统之间预警信息的交互与兼容,为格式化预警信息在不同信息系统之间的流转提供了条件,达到提升预警信息发布效率,降低应急预警信息发布相关系统建设成本的目的。 Early warning information response has become an important part with the continued development of meteorological disaster prevention and mitigation. This paper has developed an interaction protocol of emergency early warning information in China based on the analysis of Common Alerting Protocol(CAP). The details of CAP are supplemented and refined. The format and interpretation of each component of alarm, information, attachments and spatial information is standardized. The interaction protocol of emergency early warning information achieves the interaction and compatibility around the alerting information from various information systems and provides the condition to deliver formatting early warning information around different information systems. It achieves the purpose improving efficiency of emergency early warning information response and reducing the construction cost of relevant system for emergency warning information response.
