摘要
落实“四个革命、一个合作”能源安全新战略,立足我国能源发展现状,本文以建立煤炭、油气、可再生能源等多能源品种协同互济发展的体制机制为目标,界定了多能源品种协同互济发展的内涵和特征,研判影响我国中长期能源发展的关键因素和趋势,分析了我国多能源品种协同互济发展面临的体制机制问题,提出涵盖目标、规划、市场、运行等体制机制建议,切实保障我国能源实现高质量发展。
Combining the new energy security strategy of Four Revolutions&One Cooperation and based on the status quo of China’s energy development,this paper aims to establish an institutional mechanism for the coordinated and mutually beneficial development of coal,oil and gas,and renewable energy,and defines the connotation and characteristics of coordinated and mutually beneficial development of multiple energy varieties.Key factors and trends that affect China’s mid-and long-term energy development are identified.System and mechanism problems faced by the coordinated development of multi-energy varieties in China are analyzed.Institutional mechanism policy recommendations covering target,planning,market and operation are finally suggested to ensure the high-quality development of China’s energy.
