摘要
为契合新形势下城市交通体系概念边界和价值认知的发展趋势,归纳提炼了城市交通战略规划的演化特征,并提出多目标约束下的城市交通战略组合规划新范式。首先,梳理分析了新形势下城市交通在愿景导向、衡量标准和实现路径上向多领域可持续融合、多维价值导向和多种战略举措复合的认知拓展;其次,对基于组合分析视角下的规划决策导向、战略要素和规划流程演化特点进行分析提炼,提出多目标约束下的城市交通战略组合规划新范式;最后,以中国南方F市为例,利用交通战略组合规划新范式开展多目标约束下的方案比选,验证规划范式可操作性与科学合理性。
The evolution characteristics of urban transportation strategic planning under the new situation are analyzed,and a new paradigm of urban transportation strategic combination planning under multi-objective constraints is proposed.Firstly,some cognitive development trends have been summarized,mainly manifested in the vision statement,measurement standard and realization path of urban transportation system;Secondly,based on the combination analysis perspective,the evolution characteristics of urban transportation strategic planning in decision-making guidance,strategic elements and planning process are analyzed and refined,and a new paradigm of urban transportation strategic combination planning under multi-objective constraints is proposed.Finally,taking F City in South China as an example,the new paradigm is used to carry out the comparison and selection of facilities and policy combination schemes to verify the operability and scientific rationality of the planning method.
