摘要
中央银行资产负债表一方面反映了一国货币政策的操作结果,另一方面也是货币政策稳健实施的约束条件。推进中央银行财务治理体系现代化,持续优化资产负债表健康机制,对于中央银行履行好维护币值稳定和维护金融稳定双项职能意义重大。为深入了解外国央行资产负债表管理现状,从中吸取教训、借鉴经验,本文对美、欧、日、英四国中央银行资产负债表展开比较研究,并对完善人民银行资产负债表健康机制提出政策建议。
On the one hand,the balance sheet of the central bank reflects the operation result of a country’s monetary policy,on the other hand,it is also the constraint condition for the prudent implementation of monetary policy.Promoting the modernization of the central bank’s financial governance system and continuously optimizing the balance sheet health mechanism are of great significance for the central bank to perform its dual functions of maintaining currency value stability and financial stability.In order to deeply understand the current situation of balance sheet management of foreign central banks,draw lessons and experience from them,this paper makes a comparative study on the balance sheets of central Banks in the United States,Europe,Japan and Britain,and puts forward policy Suggestions on improving the balance sheet health mechanism of the people’s Bank of China.
