摘要
行政性、社会性与专业性是社会工作政策生产的三重属性和内在诉求,它们一体多面、互依共生。运用典型案例分析法,对社会工作政策在城市区级政府的生产机制进行检视。研究发现:行政性生产受到科层逻辑和目标理性的支配;专业性生产涵盖理念方法的导入及载体的培育;社会性生产涉及组织发育度和公众参与度;三者互为前提、一体多面。在基层社会治理场域,行政性生产奉行政绩主义原则,专业性生产恪守技术主义原则,社会性生产惯用实用主义原则,三种生产均遭遇不同程度的瓶颈和挑战。在不同生产要素的化合作用下,缔造了一幅量化过度、质化不足、貌合神离的“漏斗式”社会治理图景,继而诱发了社会工作政策生产的“变形”。
The triple properties and logical premise of social work policy are administrative,social and professional.This paper uses the process event analysis method to examine the mechanism of social work policy in urban district government.It is found that bureaucratic production is dominated by administrative logic and objective rationality;professional production involves the introduction of ideas,the borrowing of methods and the cultivation of carriers;social production includes two aspects of organizational development and public participation.These characteristics are provided with functional complementarity,temporal difference and cultural sensitivity.In the field of social governance at the grass-roots level,administrative production pursues the principle of political achievement,professional production abides by the principle of technicalism,and the principle of pragmatism is habitually used in social production.They all have encountered different degrees of bottlenecks and challenges.Under the combined effect of different production subjects,it creates a funnel-shaped social governance picture with excessive quantification,insufficient quality and seemingly agreeable,and then induces the“deformation”of social work policy production.
