摘要
"以人为本"已成为国际组织与各国政府制订政策与行动计划的重要新发展理念和目标。文章从包容性、可持续性、互联互通三个方面分析了"以人为本"的贸易与投资政策框架。近年来APEC在"以人为本"理念的指导下实施了一系列积极的贸易与投资政策合作,促进了亚太地区的包容与可持续发展,文章以此为"最佳案例"全面梳理了APEC所取得的成就与经验。未来,国际社会与各国应继续通过促进结构改革、规制融合、数字技术等方式进一步深入推进"以人为本"的贸易与投资政策改革。
The concept of"people-centered"development has become an important ideology for many international institutions and countries in making policies and action plans.This paper analyzes the"people-centered"trade and investment policy framework from three aspects of inclusiveness,sustainability and infrastructure connectivity.As a"best practice"case,APEC has implemented a series of positive trade and investment policies to promote inclusiveness and sustainability.This provides valuable experience for pursuing the"people-centered"development.In the future,the international community and the countries should take further effective measures to advance"people-centered"trade and investment policy reforms by promoting structural reform,domestic regulation harmonization and digital technology.
