摘要
联合作战参谋素质高低直接影响联合作战指挥机构效能发挥,攸关战场胜负,如何科学选拔优秀的联合作战参谋是军事人才建设的重要环节。针对当前联合作战参谋培养选拔过程中素质能力评估指标不统一、评估模型主观因素多、定量评价少的问题,在建立联合作战参谋素质能力评估指标的基础上,利用粗糙集(RS)理论和层次分析法(AHP)计算各指标综合权重,运用密切值法等方法对联合作战参谋素质能力进行评估,为选拔优秀的联合参谋人才提供科学依据。实例验证了方法的适应性和有效性。
Joint operational staff is an important part of the new type of military personnel,whose quality directly affects the effectiveness of the joint operational command structure and is crucial to the outcome of the battle.In view of the current joint operations staff do not have a unified quality and ability in the process of training and selecting evaluation index,evaluation model of subjective factors,quantitative evaluation,less in establishing joint operations staff quality and ability,on the basis of evaluation index,using the theory of rough set(RS)and analytic hierarchy process(AHP)to calculate each index comprehensive weights,using close-value method to joint operations staff quality and ability.This method provides a quantitative reference basis for the selection of excellent joint staff.
