摘要 近年来,航班延误已经成为制约中国民航运输业发展的一个瓶颈因素,延误治理刻不容缓。准确测算航空公司航班延误的成本是延误治理的前提,也是企业决策和政府制定政策的依据。文章将包含国内航班延误架次等影响航空公司运营成本的各类因素纳入,构建航空公司航班延误的超越对数成本函数(Trans-log)模型,测算2014年至2018年国内主要航空公司国内航班延误引起的成本增加,结果显示2018年四大国内航空公司延误导致的成本增加约为720.93亿,约占其主营业务成本的17.76%,占比仅次于航油成本支出。据此论文认为降低航班延误成本是航空公司节约运行成本极具价值的潜在途径。通过管理协调和硬件投入来提高航班正常率,将有利于形成航空运输业投入和成本节约之间的良性循环。 Flight delays have become a bottleneck factor restricting the development of China's civil air transport industry.Accurately measuring the cost of flight delays is a prerequisite for delay management,and it is also the basis for corporate decisions and government policies.This article includes various factors,including domestic flight delays,that affect airline operating costs.It constructs an airline Trans-log cost function model to measure the losses caused by domestic flight delays of the four major domestic airlines from 2014 to 2018.The result shows that the four major domestic airlines suffered a total loss of about 72.093 billion caused by flight delay,accounting for about 17.76%of the cost of its main business,and only lower than the cost of air fuel.Consequently,the authors concludes that reducing the cost of flight delay is a valuable potential way for airlines to save operating costs.In addition,to improve the on-time performance of flights through management coordination and hardware investment will help to form a virtuous cycle between investment and cost saving in the air transport industry.
