摘要
以农村互助养老的误区解读为切入点,剖析了农村互助养老的内涵、属性,指出公益性、福利性是农村互助养老服务供给的目标属性。公益性供给意味着互助养老服务的可得、可及和有效,三者共同演绎出了农村互助养老服务公益性供给逻辑。但服务供给中匹配性不高等问题制约着互助养老服务供给的有效性,据此从顶层设计、供给结构等方面来优化农村互助养老服务公益性供给路径,提升互助养老服务的可得性、可及性、有效性,以助推农村“老有所养”的实现。
Taking the misunderstandings of the concept as breakthrough point,this paper analyzes the connotations and attributes of rural mutual aid.It holds that public benefit and welfare are the target attributes of mutual aid of elderly care service supply.Public welfare supply means availability,accessibility and effectiveness,which deduce the logic of public welfare supply of rural mutual aid services.However,problems such as mismatches in the service supply have restricted its effectiveness.Therefore,the research puts forward an optimization strategy from the top-level design,the supply structure and other aspects,so as to improve the availability,accessibility and effectiveness of mutual aid service to realize the"providing for the aged"in rural areas.
