摘要
2019年12月,广东省佛山市高明区发生森林-城镇交界域(WUI)火灾,过火面积925公顷,受害森林面积531公顷。这是一起典型的WUI火灾,当地党委政府和各级应急管理部门应对及时,救援与处置得当,取得了无人员伤亡、无重大设施损失、无负面舆情的重大胜利。在成绩的背后,仍然暴露出防范WUI火灾风险的意识不强、化解WUI综合风险的能力不足、应急指挥系统信息化建设薄弱等问题。建议加强智能防灭火系统建设,应用科技手段提升WUI消防水平、加强航空消防力量建设,形成重特大灾害应急救援队伍突击力量、建立WUI火灾防控应急反应和长效管理机制,全面提升“科学、安全、高效、有序”的WUI消防能力。
A Wildland-Urban Interface(WUI)fire broke out in Gaoming District,Foshan City,Guangdong Province in December,2019,covering an area of 925 hectares and destroying 531 hectares of forest.Facing the typical WUI fire,the local government and emergency management departments at all levels responded timely and effectively,and achieved a major victory without casualties,damage to major facilities or negative public opinions.Despite the achievements,it turns out that local people have weak awareness of WUI fire prevention and protection,insufficient ability of dealing with WUI fire and incomplete IT application in emergency command system.As a result,to achieve a scientific,safe,effective and well-organized WUI firefighting,this paper suggests that we should take advantage of high-tech means to improve WUI firefighting ability,strengthen the construction of intelligent fire prevention and suppression system especially in aviation firefighting,cultivate backbone force for major disasters and establish a WUI fire response system and long-term management mechanism.
