摘要
在基层疫情防控中,党组织发挥了中流砥柱作用,是基层联防联控、群防群治的领导核心。文章通过对两个毗邻湖北中部省份的数地样本进行分析,明确基层党组织在这次新冠肺炎疫情防控中,实现组织功能的领导协调、党内动员和监督激励三重机制,有效发挥了引导群众、防控约束、保障服务三大效用,对进一步加深基层党建的规律性认识,有效把握以党建引领基层治理现代化的要点和一般方法,不断推进基层治理能力和治理体系现代化,具有十分有益的启示。
In the prevention and control of COVID-19 at the grass-roots level,the grass-roots party organizations not only play a mainstay role,but also are the leading core of joint prevention and control,group prevention and group governance at the grassroots level.In this paper,through the analysis of some local samples in two central provinces adjacent to Hubei province,define the triple mechanisms of leadership coordination,inner-party mobilization,supervision and incentive to realize organizational function in the prevention and control of COVID-19,as well as give full scope to the three effectiveness of mass guidance,prevention and control constraints,and guarantee services.Therefore,it is of great significance to further deepen the regular understanding of the party building at the grass-roots level,effectively grasp the key points and general methods of the party building leading the modernization of the grass-roots governance,and constantly promote the modernization of the grass-roots governance capacity and governance system.
