摘要
海上作业因海水的运动、风浪的变化充斥着碰撞、沉没、触礁、搁浅、落水等危险,人类对海洋探索从未因海洋的不确定性、高风险性而止步,却随着海洋在国家战略地位的提升,各国海洋科学技术的发展,越来越得到国际组织和沿海国家的重视。按照国务院安全生产委员会"管行业必须管安全、管业务必须管安全"的要求,本文基于自然资源部海洋业务的高风险性,阐述了海洋安全生产管理标准体系研究背景及必要性,分析了海洋安全生产管理标准化现状和问题,构建了海洋安全生产管理标准体系框架,对于规划海洋安全生产标准制修订工作,提高海洋领域监管效能和海洋行业安全生产法治化水平,降低海洋领域安全重大事故发生风险,加强海洋领域安全生产管理,具有重要意义。
Because of the movement of seawater,the change of wind and wave,offshore activities are full of risks including collision,sinking,striking rock,stranding and so on.Although there are plenty of uncertainties and high risks,the exploration of marine by human has never been stopped.Instead,these exploration activities have been paid more and more attention by international organizations and coastal countries with the promotion of the strategic position of the ocean and the development of marine science and technology in various countries.This article expounds the research background and necessity of marine production safety management standards system by taking the high risk of marine business into account.It also analyzes the present situation and problems of marine safety production management standardization and establishes the framework of marine safety production management standards system.This article has great significance for the revision of marine safety production standards,improve the supervision efficiency of marine field and the legalization of marine safety production,reduce the risk of major accidents,and strengthen the management of marine safety production.
