摘要
加速推进法治化进程是实现治理现代化的必要原则,亦是必经之路。构建完整高效的法治秩序,是我国建设法治政府的重要标准。自2003年施行行政问责制以来,我国行政问责制的理论与实践取得了一定的进步,但仍存在行政问责法制不健全、问责主客体不明晰、问责程序不完善等缺陷。因此,应从明确行政问责主客体及问责范围、丰富行政问责内容、加快推进行政问责程序化建设、完善行政问责救济制度、加大新闻媒体监督力度等方面着手,为法治中国建设奠定扎实的基础。
Accelerating the process of legalization is the necessary principle to realize the modernization of governance,and it is also the only way that can not be overstepped.To build a complete and efficient rule of law order is an important standard for the construction of a rule of law government in China.Since the implementation of the administrative accountability system in 2003,the theory and practice of the administrative accountability system in China have made some progress,but there are still some legal defects,such as unclear subject of administrative accountability,imperfect procedures and so on.Therefore,we should clarify the subject of administrative accountability,strengthen the supervision of media accountability,expand the object category of administrative accountability,expand the content of administrative accountability,and improve the administrative accountability procedures and relief system to lay a solid foundation for the construction of China’s rule of law.
