摘要
在城市快速发展的过程中,深圳市创造了世界城市发展史上的奇迹,但也因“重审批、轻监管”的管理模式,导致建设用地未按期开竣工比例偏高、处罚力度不足、闲置土地处置缓慢、已批未建现象严重及监管手段缺失等问题。近年来,深圳市从政策创新、规则制定、系统建设和考核评估等多个角度,从新增和存量两个环节着手,“全方位、全年期”地加强建设用地批后监管,强化政府管制职责,纠正因政府政策缺失而导致的政府失灵现象。
Shenzhen has made a miracle in terms of rapid urban development.However,its model of“prioritizing approval over regulation”has led to a series of problems,ranging from postponement on construction projects on a relative high proportion of construction lots,weak penalty for violations,slow disposition of idle land,and a lack of regulatory means.In recent years,efforts have been made from perspectives of policy innovation,rules setting,systematic construction and performance review,to boost post-approval regulation of existing and new construction land,improve administrative governance,and rectify government failure on account of a lack of related policies.
