摘要 由于城市化进程的不断推进,对城市排涝标准提出了新的要求,在海绵城市建设背景下,引出低影响开发雨水理念,从而完善城市排涝体系。从城市规划顶层设计角度出发,在城市总体规划和控制性详细规划层面提出海绵城城市建设的相关控制指标和要素,并从城市水安全、水环境、水生态、水资源4个方面提出了引导性的改造措施。最后以临港地区海绵城市改造案例在规划和实施层面予以阐述,从全局出发为后续海绵城市项目建设规划提供引导。 Due to the continuous advancement of urbanization,new requirements have been set for urban drainage standards.In the context of sponge city construction,low-impact development(LID)rainwater have been introduced to improve the urban drainage system.From the perspective of the top-level design of urban planning,the relevant control indicators and elements of sponge city construction at the level of overall urban planning and regulatory detailed planning have been proposed,and reform measures from four aspects:urban water safety,water environment,water ecology,and water resources have been proposed.Lastly,the case of sponge city reconstruction in the Lingang Area is explained at the planning and implementation level,and it provides guidance for the follow-up sponge city project planning and construction from an overall point of view.
