人才工程的科研产出效应研究 被引量:2

摘要 研究人才工程对学者科研产出,对于深入认识人才发展过程以及中国如何完善人才培养机制具有重要意义。基于2014年文化名家暨“四个一批”人才样本,考察哲学社会科学领域的学者在入选该人才工程前后的科研产出变化规律,实证分析人才工程是否促进了哲学社会科学领域入选学者的科研产出。结果表明:2014年文化名家暨“四个一批”人才工程在短期激励了入选学者提高科研产出,但长期来看,人才工程的激励效应并不显著。具体而言,哲学社会科学领域入选学者在获得荣誉称号一年后的科研成果达到顶峰,在获得荣誉称号两年后的科研成果逐年下降。围绕人才工程如何同时兼顾短期与长期激励效应提供一定的参考建议。 Studying the impact of Talent Engineering on scholars’scientific research output is of great significance for understanding the process of talent development and how to improve the talent training mechanism in China.Based on the analysis of 2014 Cultural Masters,Four-batch Talent Project,this paper investigates the changing law of scientific research achievements of scholars in the field of philosophy and social sciences after obtaining the title of life-long honor,and analyzes that whether it promotes more outputs from these scholars.The results show that 2014 Cultural Masters,Four-batch Talent Project improves the scientific research output of selected scholars in the short term,but the incentive effects are not obvious in the long run.Specifically,the scientific research achievements of the selected scholars reaches the peak one year after they were awarded the honorary title,and then starts to decline year by year after they were awarded the honorary title two years later.This paper puts forward some suggestions on how to give consideration to both short-term and long-term incentive effects of talent engineering.
