摘要
政府信息数据的有效共享是推进“互联网+政务服务”和数字政府建设的重要环节。基于政府信息数据共享的低效和信息时代各方主体信息需求的迅速提升,在对政府信息数据共享模式现存问题的综述基础上,提出大数据环境下政府信息数据共享模式的假设,并对以提高调配效率、扩大共享范围、按需获取资源为共享宗旨,以云计算架构体系为共享方式,以引入市场机制和多元主体供给为共享关键和以构建政府信息数据共享机制为共享保障四个维度分别进行必要性、可行性、合理性和有效性论证,旨在提高政府信息数据共享能力与调配效率,推进国家治理体系与治理能力现代化。
The effective sharing of government information resources is an important part of"Internet plus government services"and digital government construction.Based on the inefficiency of government information resources sharing and the increasing demand for information in an information age,this paper attempts to propose the sharing mode of government information resources in the era of big data.In addition,the paper demonstrates its necessity,feasibility,rationality and effectiveness from four perspectives:the sharing purpose of improving allocating efficiency,expanding sharing range and acquiring resources according to demand,the sharing method of cloud computation framework system,the sharing key of introducing market mechanism and performing multiple main bodies supply,and the sharing guarantee of establishing government information resources sharing mechanism,which aims at enhancing the sharing capabilities and allocating efficiency of government information resources,and promoting the modernization of national governance system and capacity.
