摘要
预算制度在现代国家治理体系中居于核心地位,是现代宪法政治得以建立的制度基石,其基本原则体现了规范国家权力和保障公民权利的宪法精神。随着国家治理体系现代化和社会主义宪法制度建设的不断推进,我国预算制度应当围绕公共性的构建进行更深层次的改革。
Budgetary system is the core of modern national governance system,and is the cornerstone of contemporary constitutional politics.Its basic principles are the concentrated reflection of the constitutional spirit of regulating public power and protecting civil rights.In recent years,the government budget of western countries is increasingly falling into the institutional dilemma of democratic politics and constantly deviates from its original intention,and its publicity is seriously lost.With the modernization of the national governance system and the construction of the socialist constitution system in China,the budget system should also be reformed at a deeper level with the construction of publicness as the center.
