摘要
新冠疫情爆发以来国际上频繁出现政治性疫情谣言,这种“政治甩锅”行为不仅无助于推进全球疫情防控,还将冲击本已脆弱的社会经济秩序。疫情谣言频现反映出当前全球卫生治理机制中对疫情谣言治理的缺失,在后疫情时代补足这一治理短板乃当务之急。全球公共健康伦理、国际法律共同体、互联网平台技术赋能分别从共识之维、规则之维、技术之维为全球疫情防控中的谣言治理提供了重要支撑。从全球卫生治理机制的演变规律来看,新冠疫情在一定程度上弱化了谣言治理国际规则构建的阻力,是将疫情谣言治理融入《国际卫生条例》的难得契机。就《国际卫生条例》的既有体系而言,在第11条后增加一条疫情谣言的治理规范是可行路径。此外,互联网平台在切断疫情谣言传播链条上具有独特作用,从国际和国内两个向度强化合作型的技术治理可实现疫情谣言治理关口前移。
Since the outbreak of COVID-19,there have been frequent political rumors in the world.This kind of“political dumping pot”behavior will not only help to promote global epidemic prevention and control,but also impact the already fragile social and economic order.The frequent occurrence of epidemic rumor reflects the lack of governance of epidemic rumor in the current global health governance mechanism.It is urgent to make up for this short board in the post epidemic era.Global public health ethics,international legal community and Internet platform technology empowerment provide important support for rumor control in global epidemic prevention and control from the perspective of consensus,rules and technology.From the perspective of the evolution of global health governance mechanism,the new epidemic situation weakens the resistance to the establishment of international rules for rumor control to a certain extent,and is a rare opportunity to integrate epidemic rumor governance into international health regulations(IHR).As far as the existing system of IHR is concerned,it is feasible to add a regulation on epidemic rumor after Article 11.In addition,the Internet platform plays a unique role in cutting off the spread chain of epidemic rumor.Strengthening cooperative technical governance from both international and domestic dimensions can realize the gateway of epidemic rumor control to move forward.
