摘要
目的在医共体内探索建立基于价值医疗的整合型医疗卫生服务体系。方法从价值医疗和整合型医疗卫生服务角度分析目前医疗卫生方面存在的问题及医共体建设的必要性。结果目前,我国的医疗卫生服务体系存在重治轻防、防治脱节的现象,疾病危险因素没有得到有效控制,疾病负担较重。结论通过在医共体内或区域医联体构建基于价值医疗的整合型医疗卫生服务体系,实施医保费用按人头打包服务,推进按病种付费等多种支付方式改革,整合现有的医疗卫生资源,防治结合,为人民提供全生命周期的健康服务。
Objective To explore an integrated medical and health service system based on value medicine in medical alliance.Methods The problems in health care and the necessity of medical community construction were analyzed,from the perspective of value-based medicine and integrated medical and health service system.Results At present,the medical and health system in China is out of line with prevention and treatment,with emphasis on treatment rather than prevention.Risk factors of diseases have not been effectively controlled and the burden of diseases is heavy.Conclusion By constructing an integrated medical and health service system based on value-based medical care in the medical community or regional medical alliance,it is suggested to implement the reform of payment mode of medical insurance fee packaged by head,carry out payment reform according to disease type,integrate existing medical and health resources,combine prevention and treatment,and provide health services for all residents in the whole life cycle.
