摘要
从管理内容、管理主体、管理方式三个维度对改革开放以来政府颁布实施的政策文本中的政府职能进行分析,动态考察了我国高等职业教育政策演进中的政府职能变迁,发现我国政府对高等职业教育的管理职能转变体现出曲折中前进、渐进式发展的特点,并先后经历了方向逐渐清晰、突破点逐渐明确、转变的内涵逐渐深化三个阶段。
Since the reform and opening up,China’s higher vocational education has achieved rapid development with the strong impetus of government policies.The transformation of the government’s management function in higher vocational education shows the characteristics of tortuous progress and gradual development.Firstly,the transformation direction of government functions is gradually clear,such that the government functions has changed from omnipotent to limited,and the process of legal system construction has been accelerated.Secondly,the breakthrough in the transformation of government functions is gradually specific,such that the definition of government functions has gradually became scientific and reasonable,and the ways of fulfilling government functions are more scientific and diverse.Thirdly,the connotation of the transformation of government functions is gradually deepened,such that a comprehensive institutional guarantee system has been preliminarily established to promote the development of higher vocational education with Chinese characteristics.
