摘要
根据应急管理部基于高危行业提出的2019—2021年安全技能提升行动计划,以油田企业安全管理人员为例,提出一个基于闭环管理的塑培模式,为职业技能提升行动提供一个范例。本模式遵循戴明PDCA闭环管理理论,在计划环节,基于现状分析和需求调查,提出一个具体可行的培训方案;在实施环节,通过落实资源准备、培训实施两个阶段任务提升培训质量;在检查环节,通过知识验证、能力评价两个途径验证培训效果;在改进环节,开展培训效果后评估,形成一套兼及整体和个体的年度培训档案。本模式以安全管理人员为例,可以应用于其它领域。
According to the 2019-2021 action plan of safety skill improvement proposed by the emergency management department for high-risk industries,a plastic training mode based on closed-loop management was proposed with the example of the safety management staff in oil field enterprise.This mode followed the PDCA closed-loop management theory of Deming.In the planning phase,a specific and feasible training scheme was designed based on the current situation analysis and demand investigation.In the implementation stage,the training quality was improved by implementing the two-stage task including resource preparation and training implementation.In the inspection phase,the training effectiveness was evaluated through knowledge verification and ability evaluation.In the improvement phase,a set of annual training files for both the whole and individual were formed.This study took the safety manager as an example and can be applied to other fields.
