摘要
传统工艺类非物质文化遗产项目联系千家万户、遍布城镇村庄,涉及衣食住行,在扶贫工作中具有得天独厚的优势。近年来,许多地方大力探索“非遗+扶贫”模式,并做出了生动实践,取得了一定成绩,得到了社会各界的广泛关注与认可。现阶段深入研究如何在带动贫困户脱贫致富的同时,保护、传承非物质文化遗产,弘扬中华民族传统漆艺;非遗(漆艺)与扶贫之间存在怎样的联系;非遗(漆艺)扶贫在脱贫攻坚与乡村振兴战略衔接方面具有哪些现实意义;非遗(漆艺)扶贫工作开展过程中应注意哪些事项,具有时代特征、理论价值、学术意义。笔者作为基层非遗保护工作者,2019年《“春雨工程”——“云上非遗·志愿扶贫”竹溪传统漆艺传承振兴大讲堂、大展台活动》项目的牵头人、策划人、调研者,在项目策划、实施过程中积累了一些思考,并尝试对相关问题进行梳理,力图寻求解决方案,为非遗(漆艺)扶贫工作建言献策。
Chinese traditional crafts,especially those listed as the intangible cultural heritage,can be found in all aspects of life,such as clothing,food and shelter.These skills,widely practiced by many people in both cities and rural areas,have become a way for the craftsmen to be out of poverty.Many poverty alleviation programs by learning and developing intangible cultural heritages crafts skills have been adopted,and their achievements have been well received and recognized.Therefore,thorough study of how to effectively implement these poverty alleviation programs is of both practical and theoretical values.Taking intangible cultural heritage protection as the career,the author worked as the initiator,organizer and researcher of“Spring Rain”project in 2019,a poverty alleviation program on the voluntary bases which included a series of lectures and exhibitions to promote and revitalize the traditional lacquer craft in Zhuxi,Hubei Province.Based on the design and implementation of this project,the author has gained much insight into the protection and development of intangible culture heritages and their contribution to poverty alleviation.In this paper the author,taking lacquer craft as an example,discusses the following issues:how to make a balance between the protection of Lacquer Craft,and its development for poverty alleviation;the significant roles that these intangible cultural heritage programs play in the national poverty reduction and rural revitalization campaign;issues and problems that should be paid attention to in the process of carrying out the work.It is hoped that the thoughts and considerations in this paper can be of some help to those who work for the poverty alleviation through intangible cultural heritages crafts.
