摘要
全面推行河长制是保护水生态环境一项有效举措。针对河长制在进行水生态环境治理保护中存在着诸如城乡统筹协调性较弱、资金投入不足、公众参与率低、信息化技术水平低,尚不能达到高效协同治理等问题,通过对吉安市井冈山市水利局水生态环境治理保护下河长制工作进行实证调研,形成高效协同治理、治水效果明显、可复制可推广的典型案例,从而为建立健全河长制管理制度,推动水生态环境治理保护长效机制发展提供建议。
The full implementation of the river chief system is an effective measure to protect the water eco-environment.Aiming at the problems of river-chief system in protection water eco-environment,such as the weak coordination between urban and rural areas,the insufficient investment of funds,the low rate of public participation,the low level of information technology and unable to achieve efficient coordinated governance.This paper makes an empirical research on the river chief system under water eco-environment governance and protection of Jinggangshan Water Resources Bureau in Ji'an city,and a typical case is formation of efficient coordinated governance,obvious water control effects,can be replicated and promoted,the last to provides suggestions for establishing and perfecting the management system of river chief system and promoting the development of the long-term mechanism for water eco-environment protection.
