摘要
延迟退休政策作为应对我国人口老龄化问题的方法之一,近年来得到了学界较为广泛的认可。本文分析了国内外相关政策的制定和实施经验,认为延迟退休政策可以通过法律刚性约束影响到企业的雇佣决策与雇员结构。有关年龄与生理机能的研究结果也表明,年龄与慢性病患病率的关联可以反映高龄职工人数的增长对企业生产效率形成负面影响的机制。文章认为,延迟退休背景下的企业雇佣风险,符合商业保险对风险可保性的一般要求,从理论上提供了通过商业保险转移此类风险的可行性。在此基础上,论文对企业、政府以及保险业提出了相关风险管理建议。
As one of the methods to deal with the aging of population in China,the policy of delaying retirement has been widely accepted by the academia in recent years.This paper analyzes the experience in the formulation and implementation of relevant policies,and holds that the delayed retirement policy can affect the employment decision and employee structure of enterprises through rigid legal constraints.The results of the research on age and physiological function also indicate that the relationship between age and the preva⁃lence of chronic diseases can reflect the mechanism that the growth of the number of older workers has a nega⁃tive effect on the production efficiency of enterprises.The paper holds that the employment risk of enterprises under the background of delayed retirement conforms to the general requirements of commercial insurance on the insurability of risks,and theoretically provides the feasibility of transferring such risks through commercial insurance.On this basis,the paper puts forward some suggestions on risk management for enterprises,govern⁃ment and insurance industry.
