摘要
出口前预先知情机制(the informal prior informed consent,IPIC)是由联合国环境规划署发起的非正式预先沟通机制,目的是协助《关于消耗臭氧层物质的蒙特利尔议定书》(简称《议定书》)各缔约方有效实施消耗臭氧层物质(ozone depleting substance,ODS)进出口许可制度,促进进出口贸易双方许可数量相匹配,以使各缔约方进出口量在全球水平及国家水平上均不超过国家淘汰战略或《议定书》规定允许的年度消费水平最高限值。IPIC机制是于贸易发生前的双/多边确认机制,强调“事先”。通过该机制的实施可进一步细化完善我国ODS进出口审批的前端预防管理,防范非法贸易发生。随着经济的快速发展和国力的上升,我国在国际上的影响力和话语权均应与国际贸易地位相匹配。为持续树立我负责任大国形象和提升国家“软实力”,我国应在积极参与现行国际机制的同时发挥更大作用,不断完善现行管理机制。一是加强有关政策法规建设;二是加强宣传力度;三是加强国际合作与交流。
The informal prior informed consent is initiated by UNEP.The purpose of the mechanism is to parties states to effectively implement the import and export licensing system and to promote the matching of permitted volumes between both parties in the import and export trade,so that the import and export volumes of each party do not exceed the maximum annual consumption level allowed under the elimination strategy or the protocol at both global and national levels.IPIC mechanism is a bilateral/multilateral confirmation mechanism prior to the occurrence of trade.It is a means to assist us in the export trade of ozone depleting substances,with emphasis on“prior”.Through the implementation of this mechanism,we can further refine and improve the front-end prevention management of the import and export approval of ozone depleting substances and prevent the occurrence of illegal trade.With the rapid development of economy and the rise of national strength,China's influence and discourse power in the international arena should be matched with its international trade status.In order to continuously build up the image of China as a responsible major country and enhance its“soft power”,China should play a bigger role while actively participating in the current international mechanism and constantly improve the current management mechanism.Therefore,the Suggestions are as follows:first,to strengthen the construction of relevant policies and regulations;second,strengthen publicity;third,strengthen international cooperation and exchanges.
