摘要
随着中国综合国力的增强和国家利益的扩展,极地已成为中国参与全球治理、维护国家安全的新方向。中国的极地利益包括政治安全、科学研究、气候环境和经济开发等,大致对应了政府、科研团体、环境NGO和企业等利益承载主体,即中国参与极地治理的行为主体。基于这些主体的职责和作用,中国在极地治理问题上形成了以政府为主导、科研团体为先锋、环境NGO和企业为新兴力量的多元主体参与机制。但这很大程度上只是形式上的多元参与,还未做到实质上的多元参与。在全球治理转型和国家治理现代化的双重驱动下,中国参与极地治理需以维护极地利益、促进极地善治为目标,在确保政府“不缺位”又“不越位”的前提下构建多元主体协同机制。
As China's overall national strength grows and national interests expands,the polar region has become a new direction for China to participate in global governance and safeguard national security.China's polar interests include political security,scientific research,climate change and economic development,which roughly correspond to the four interest-bearing subjects of government,scientific group,environmental NGOs and enterprises,namely the subjects of China's participation in the polar governance.Based on their responsibilities and roles,China has formed a multiple participation mechanism,in which the government is leader,scientific groupsare pioneers,environmental NGOs and enterprises are emerging subjects.But to a large extent,this is only a preliminary multiple participation and not a substantial participation.Under the dual drive of global governance transformation and state governancemodernization,China's participation in polar governance should aim at national interests and good governance,construct multi-subject coordination mechanism on condition that the government is neither“being absent”nor“overstepping its authority”.
