摘要
发展绿色低碳经济已成为我国重要的战略选择。政府环境规制是推动低碳经济发展的重要手段。论文分析了低碳投资决策行为的影响因素与环境规制对企业低碳投资决策行为的影响,从环境规制视角对促进企业低碳投资决策行为提出具体措施建议,认为应以习近平生态文明思想和人类命运共同体理念为指导,建立健全促进低碳投资的规制体系,完善对低碳技术创新的激励机制等,运用环境规制手段规范和引导企业低碳投资决策行为,是建设中国特色社会主义生态文明、实现低碳经济发展的有效途径。
The development of a green and low-carbon economy has become an important strategic choice for my country.Government environmental laws and regulations are important means to promote the development of low-carbon economy.This paper analyzes the influencing factors of low-carbon investment decision-making behavior and the impact of environmental laws and regulations on low-carbon investment decision-making behavior of enterprises,and proposes specific measures to promote low-carbon investment decision-making behavior of enterprises from the perspective of environmental laws and regulationss,and believes that Xi Jinping’s ecological civilization thought and human destiny the concept of community is the guide,establishing and improving the regulatory system to promote low-carbon investment,improving the incentive mechanism for low-carbon technological innovation,etc.,using environmental regulatory means to regulate and guide enterprises'low-carbon investment decision-making behavior are to build a socialist ecological civilization with Chinese characteristics and realize an effective way to develop a low-carbon economy.
